Place the oil, clams and white wine in a large pot over high heat. Cook until all have opened.
Remove the clams and set aside.
Add the stock to the broth in the pot, bring to a boil, add the potatoes and cook for 10 minutes.
Add the carrots, leeks, and celery and cook until the potatoes are cooked, around 8-10 minutes.
Strain the cooking liquid from the vegetables and pour it into another pot on high heat.
Bring the liquid pot to boil. Combine the cornstarch with 2 tablespoons water, add to the pot and boil until thickened, around 1 minute. Add the cream, salt and pepper and boil for another 30 seconds.
Add the clams and vegetables, bring back to a boil, serve in a large soup bowl or in individual plates. Garnish with parsley. Serve with dry white wine.
