Preheat the oven to 300°F/150°C. Cover two baking sheets with baking paper.
Place the egg whites, superfine (caster) sugar, brown sugar and vanilla in a large bowl and hand whisk over a saucepan of hot water until the mixture is slightly warm and frothy. Remove from the heat and continue beating with an electric beater until the mixture is stiff. Fold in the combined flours.
Using a teaspoon or piping bag and large star pipe, mound the mixture in little peaks on the baking sheets. Leave one cookie space between each peak for them to spread.
Bake for 20 minutes, then let stand for an additional10 minutes with the oven door partly open. Cool on the baking sheet.
Melt dark chocolate in a double boiler and dip the top of the cookies in the chocolate.
